Stash Busting Hello Card

I'm continuing my attempt to use off-cuts of patterned paper, in attempt to reduce the bits and pieces in the scrap paper box.

I cut 1" wide strips of paper and created a banner effect. I die cut the stars using a Stampin' Up thinlit for the hello.
